The City of Pleasanton is committed to safeguarding its water future and providing high-quality drinking water by investing in essential water infrastructure projects and proactively planning to meet future water demands.
Over the last two years, the city has invested over $15 million in our water system for several near-term infrastructure projects. Additionally, our operations and maintenance team works around the clock- 24 hours a day, 7 days a week- to maintain, repair, and monitor our systems.
Through carefully coordinated steps, the City is upgrading its aging infrastructure, complying with evolving regulations, and investing in local water supply solutions.
Establishing Water Rates
Pleasanton has adopted a phased and thoughtful approach to funding the future of our water system, balancing infrastructure needs, financial sustainability, and the impacts on our community.
The City’s rate-setting process is transparent, legally compliant, and community-informed. The City has used a three-step process to ensure water rates reflect actual system needs while maintaining consistency and financial health.
Near and Long-Term Water Critical Infrastructure Projects
The City of Pleasanton’s water and sewer distribution systems are aging and in significant need of upgrades and repairs to avoid costly emergency repairs. Since 2024, the City has invested more than $15 million in several critical infrastructure projects, including:
Long-Term Water Infrastructure Projects
Looking ahead, in January 2025, Pleasanton completed its first long-term Water System Management Plan (WSMP), which assessed existing water assets, anticipated capital improvements, and outlined operations and maintenance requirements for the next 20 years. Overall, this document establishes the foundation for all future rate-setting and infrastructure investment decisions for the City.
Subsequently, the City conducted a Water Enterprise Financial Analysis that outlines multiple funding scenarios to create a financial framework for prioritizing and funding critical water infrastructure projects that will address the City’s immediate and future water needs. Based on this analysis, the City has identified over $73 million in capital upgrades and repairs for the next five years to maintain and enhance its aging infrastructure systems. This list of projects is proposed and may change over time. It is based on the city’s highest priorities to ensure the delivery of safe and reliable water to our customers.
