Permits
The City of Pleasanton requires that Massage Technicians, Massage Establishments, Taxi Drivers and Taxi Businesses obtain permits to do business in Pleasanton. Applications for permits can be obtained at the front desk of the Pleasanton Police Department.
Massage Establishment
An establishment permit is required for the business owner to operate their business in the city.

$100 Application fee - Two 2×2 passport photos
- 300 hours of massage schooling
- 200 hours of additional schooling or experience (documented)
- Proof of membership in a certified massage association
- Proof of massage insurance
- Proof of citizenship (birth certificate, passport or naturalization papers)
- Livescan fingerprints
Massage Technician/Practitioner
All massage practitioners are required to be certified by the California Massage Therapy. Council (CAMTC) in order to provide services in a permitted establishment.- Massage Technician Application

- Safety certification issued by Certified Safety Inspection Station
- Commercial registration for the taxicab in the company name or owner name

Special Event Permits and Applications
We are proud of our community and its amenities that we have all come to enjoy in this community that we all love and cherish. Below, you will find our special events applications and any prerequisites that need to be satisfied prior to a specific event.
Special Events
Special event applications must be submitted for most events whether it is a parade, a race or a street fair. We welcome your application, but please note that we have a new application process and all applications must be submitted no later than 90 days in advance of the event. Alcohol One Day License Permit
Anytime you have an event that is open to the public and you wish to give away, sell or consume any type of alcohol and you do not already have a liquor license, you must obtain a one day license from ABC (Alcohol Beverage Control). The application must not only be approved by ABC but also by the Chief of Police. It is recommended that applications for an Alcohol One Day License be submitted at least 45 days in advance of event.
National Night Out
National Night Out (NNO) takes place on the first Tuesday of August every year and is celebrated across the nation, from small communities to large cities. Pleasanton Police Department has enjoyed supporting these parties and partnering with our residents for over 20 years. It is a great opportunity to get together with neighbors, enjoy a good meal and have an evening of fun. Your neighborhood can be a part of this fun celebration too.
Registration for NNO opens in July. Please check our social media for the announcement.
Block Party
The Pleasanton Police Department grants permits for the temporary closure of streets and public right of ways for Residential Neighborhood Block parties. The approval process is described in the attached documents and Block Parties are subject to the conditions and provisions included in this application. Applications for a block party must be submitted at least 10 working days in advance of the event. Block Parties are often a part of the National Night Out celebrations for many of our neighborhoods.
Bingo
See attached application for bingo events. All such events must be approved by the City of Pleasanton.
21 Gun Salute
The Pleasanton Police Department recognizes the significance and importance of a 21 gun salute to honor the men and women who have paid the ultimate price in service to our country. In order to obtain permission to conduct a 21 gun salute, an application must be submitted to the Chief of Police at least 14 days in advance of the event.
