CITY APPOINTS NEW DIRECTOR OF HUMAN RESOURCES

PLEASANTON, Calif. – City Manager Gerry Beaudin is pleased to announce the appointment of Xaviera Scoggins as the City’s Director of Human Resources and Labor Relations. Scoggins has been serving as interim director since early March, following the departure of Veronica Thomas from the position; she will formally begin her new role on April 8, 2024.

Scoggins has more than 25 years of experience in the human resources field, with nearly 19 years at the City of Pleasanton most recently as Human Resources Manager. Before joining Pleasanton, she worked in the private sector doing human generalist work including at the former Pleasanton-based PeopleSoft. Scoggins holds a bachelor’s degree in Sociology from Cal State University, East Bay.

Scoggins’ expertise spans the full complement of human resources services and functions. In her role as Director, she will continue the City’s work to modernize and streamline the recruitment process, strengthen relationships with labor representatives, and develop a near-term work plan to prioritize human resources department initiatives.

“I am thrilled to welcome Xaviera to Pleasanton’s executive team as the new Director of Human Resources and Labor Relations,” Beaudin said. “Her extensive experience and dedication to fostering a positive and inclusive work environment here in Pleasanton will be instrumental in supporting our employees and advancing the city’s goals.”

Scoggins is actively engaged with the California Public Employers Labor Relations Association, serving as a moderator and subcommittee member, as well as the Council of Self-Insured Public Agencies and the Local Agency Worker’s Compensation Excess Insurance, serving on the board of directors. Additionally in her new capacity, she will extend her professional connections to the League of California Cities Personnel and Employee Relations Department board and the Northern California City HR Directors Association.
