The City's proposed FY2021-2022 Annual Action Plan describes the projects to be funded with federal Community Development Block Grant (CDBG) funds from the U.S. Department of Housing & Urban Development (HUD) in fiscal year 2021-2022 covering July 1, 2021 through June 30, 2022.
The City is soliciting public comments on the Action plan for a 30-day public comment period beginning on April 9, 2021 through May 10, 2021.
The City will hold a virtual public hearing on April 20, 2021 at 7:00 p.m. to review and receive public comments from the City Council and members of the public.

The City of Pleasanton contracts with ECHO Housing to provide housing counseling to Pleasanton renters and homeowners.
The COVID-19 Emergency Rental Assistance Program (“ERAP”) has the objective of mitigating potential homelessness and displacement of existing Pleasanton residents who are experiencing a decrease in household income due to the COVID-19 pandemic, and thus, unable to pay their rent, by providing a grant to assist eligible tenants pay for delinquent rent.

Alameda County Rental Assistance Program (AC ERAP) is for Alameda County residents (except Oakland and Berkeley)
to receive up to 2 months of rental assistance or up to $3,500 to be
used for past due rent. The program is available to low-income renters who have been financially impacted by the COVID-19 pandemic.
Consolidated Plan and Annual Action Plans
The City of Pleasanton, as an entitlement jurisdiction, are allocated annual federal CDBG funds from the U.S. Department of Housing and Urban Development (HUD). The CDBG Program funds programs that benefit low income (80%AMI) individuals and families in Pleasanton. As a condition of receiving its annual CDBG allocation, the City is required to submit a "Consolidated Plan" every five years and an "Annual Action Plan" ever year. While the Consolidated Plan establishes the City's housing and community development goals, the Annual Action Plans list the projects and activities to be funded with CDBG funds.
The City's FY2020-2024 Consolidated Plan and FY2020-2021 Annual Action Plan have been approved by HUD.

Consolidated Annual Performance and Evaluation Report (CAPER)
The Pleasanton City's CAPERs is an annual assessment of the City's progress towards meeting the Consolidated Plan goals and highlights the accomplishments of the CDBG-funded programs proposed in its Annual Action Plan.
The City's FY2019-2020 CAPER has been approved by HUD.
HUD has approved the City's Substantial Amendments to FY 2015-2019 Consolidated Plan, FY 2019-2020 Annual Action Plan, and Citizen Participation Plan. These were required in order to access the Community Development Block Grant Coronavirus (CDBG-CV) that have been allocated to the City for programs to support infectious disease response, specifically for COVID-19.
